Apply buffer before a session

Could the buffer function be modified so that it also applies a buffer before a session? Currently, If someone books a session from 1-2, the system will apply a buffer from 2-2:15. But, if someone books from 2-3 first, the system will allow someone to come in and book 1-2, so I lose my 15 minute buffer. Thank you!
